The Transport Infrastructure Financing Commission or the so-called Pällmann Commission was convened by the Federal Government in September 1999 as an expert commission chaired by Wilhelm Pällmann (former board member of the Federal Railroad and the Federal Post Telecom ). It was their task to examine ways of financing federal transport routes outside the federal budget and to propose concrete steps. The commission presented corresponding proposals in its final report of 5 September 2000.
