Pavel Tykač

Pavel Tykač (born May 15, 1964 in Čelákovice ) is a Czech entrepreneur and investor in the energy sector. He is currently the sole owner of Sev.en Energy Group, a company in the Czech energy market that is planning to expand into the European market. Forbes magazine ranked him fifth among the richest Czechs in 2015 . Pavel Tykač and his wife are involved in charity and funding projects in the regions of Northern Bohemia and Pardubice.

Pavel Tykač started his entrepreneurial career after the revolution by selling computer technology. With other partners he founded the company Vikomt, which established itself in the market. In the 1990s he sold his share and used the money he earned to buy the Regiobanka from Hradec Králové (today Hypoteční banka), which he then sold to the IPB at a profit. Even at that time he was considered a rich man. In 1995 he took part in the founding of the free investor community at Motoinvest Gesellschaft. Their members then received shares in some banks and investment funds by buying cheap shares after the coupon privatization. After the forced closure of the company, assets of the majority of the community's participants were quickly sold. At the turn of the millennium, after several years of seclusion, Tykač returned to big business. Stock deals (power station company ČEZ , company Telefonica) and currency speculation are probably the greatest sources of Tykač's billion dollar fortune.

He first got into the energy sector in 2006 when he invested in a minority stake in the Czech Coal mining company. In 2010 he became its sole owner. During this period, Pavel Tykač drove the company's development in the energy sector and invested in particular in know-how in the asset-energy market area. In 2013 he acquired the Chvaletice power plant . In 2017, he signed several significant deals by rebranding Czech Coal into Sev.en Group. In 2018 he decided to open up the European market through the newly created holding company Sev.en Energy (SE). The new company will focus on investing in innovative energetic technologies and on the operation and innovation of conventional sources, which will provide European utilities with long-term guidance on the transition to renewable energies.

Charitable projects

Women for women foundation

It is a foundation with a capital of CZK 69,490,000 that was established by the Tykačs. She supports single mothers in difficult situations. It provides social housing as well as psychosocial and legal support. At the same time, it runs the “Lunch for Children” program, which finances school meals for socially disadvantaged students. The program is available all over the Czech Republic and is used by thousands of children. Every year around 20 million kroner (approx. 740,000 euros) are contributed.

Chytré hlavy pro sever [Clever minds for the north]

A scholarship program with a capital of CZK 10,000,000 for schools in the Most region. The program finances modern and otherwise unavailable school equipment. The program was launched for the eighth time in 2017. Every year around 2 million crowns (around 74,000 euros) are contributed.

Cooperation with the city of Most and the communities in the coal mining area

It is a long-term partnership for CZK 47 194 000, in which the specific municipality determines areas of interest in which the Sev.en Group is financially involved, for example playgrounds and sports fields, promotion of youth sports or community activities.

Černí andělé Most -

The sponsorship of the handball team Most has a long tradition. With this support of CZK 15,250,000, the women's handball team has fought its way to the top of the Czech league and competes in European club competitions. In the region they are strongly supported by the public, they have a strong youth work.

Ústí nad Labem region, regional chambers of commerce and economic and social councils of the Ústí nad Labem region

The Sev.en Group finances programs and activities of certain organizations in the Ústí nad Labem region with CZK 41,829,000 through cooperation agreements.

Most Hospital

As part of the cooperation with the Most Hospital, CZK 8 680 154 z. B. the infant department of the Most maternity hospital has been reconstructed.

Career

He studied at the Czech Technical University (ČVUT), where he received the title of engineer in 1987. After military service, he worked as a technician in TOS Čelákovice. In 1990 he started importing and selling computer technology, and later, in 1991, he and three partners founded Vikomt, which became one of the top three on the market in the first half of the 1990s.

In 1995 he sold his stake and the money (up to one billion crowns) he used to control the currently small Regiobanka in Hradec Králové, which he then sold to the IPB. Then it became Českomoravská hypoteční banka. The proceeds from this transaction were the source for his other activities.

Tykač gained a substantial part of his fortune in the transactions with the shares from the coupon privatization of the Czech economy in the 1990s.

He took part in the creation of a free community of people and companies around Motoinvest (brokerage house), which the media later called the Motoinvest group - a group that shared a common vision of the origins of the strong Czech financial and industrial group. Individual members of this group bought massively shares from the coupon privatization from the small shareholders and so at one time they received shares in the large investment funds (e.g. funds of Komerční banka, ČSOB, Živnobanka, CS Fonds, Creditanstalt or PPF), some banks (Kreditní banka Plzeň, Agrobanka) and several important companies (e.g. Slovácké strojírny, Štěrkovny a pískovny Olomouc, ...).

In autumn 1996, after buying a significant stake in Česká spořitelna, currently majority-owned by the state, and after trying to gain influence and places in its government, there was a hard clash between “Gruppe Motoinvest” on one side and ČNB with current largest banks at the other. The result was the administration of Agrobanka. This forces investors around Motoinvest to sell their assets quickly. This caused their forced exit from the Czech capital market and de facto the end of the group.

At the beginning of the new millennium, after several years of seclusion, he began again to invest in stocks on the Prague Stock Exchange and speculative trading in foreign currencies.

For example, he traded shares in České Radiokomunikace or Telefonica, but his most famous business was a massive purchase of ČEZ shares when 1 share was less than a hundred crowns. Then, within a few years, the same share could be sold for more than a thousand crowns. He bet that the connection of ČEZ with various regional distributors in so-called Super ČEZ will result in a significant increase in investment in a relatively short time. According to some sources, he earned up to ten billion crowns on this transaction.

In 2002 he participated in securing the financing for the company EM Group, which won the tender for the purchase of receivables from the Czech Consolidation Agency in the nominal amount of 38 billion crowns.

The Czech Consolidation Agency (ČKA) was the so-called bad bank, i.e. the bad bank of the Czech state, in which the problem loans from the privatization of large banks ended after debt relief.

The company EC-Group, owned by former employees Pavel Tykačs Jan Dienstl and Pavel Šimek, paid 3.4 billion crowns for the package of receivables. So she overpaid such renowned consortia as Goldman Sachs / Flow East or PPF / CS First Boston by half a billion crowns. In 2003, the EC-Group sued ČKA, demanding the return of around 570 million crowns against some claims that, due to legal deficiencies, never belonged to ČKA, and therefore they could not even sell them. As a result of the judgment, ČKA returned around 400 million crowns.

In 2006 Tykač invested in a minority stake in the mining group Czech Coal through a Cypriot company Indoverse Investment Limited. At the end of 2010 Indoverse Investment Limited became the sole wholly owned owner of the Czech Coal Group.

The Czech Coal Group is one of the leading mining and energy groups in the Czech Republic. The core business is the production and sale of coal, the sale of electricity and heat generation. It is one of the largest employers in the Northern Bohemia region in which the group operates.

In the summer of 2013 Litvínovská uhelná as separated from the Czech Coal group. This company operates the ČSA mine and the Chvaletice power plant, which it bought from the ČEZ group. With this deal, a new group called Severní energetická was created in the market, in which Tykač holds forty percent.

CS fund

One of the most famous media cases associated with Pavel Tykač is the CS Fund , from which 1.3 billion crowns were fraudulently withdrawn in 1997. Four offenders were found guilty in 2001 and convicted in 2007. Prosecution was launched against Tykač and five other people in 2006, and after a review by the Supreme Public Prosecutor's Office, Tykač and three other suspects were investigated. It came to the conclusion that the behavior of these people in connection with CS Fond was not a criminal offense. The other two suspects were charged that same year but acquitted by the Prague City Court in 2012.

Tykač's share of the harvest became subject to prosecution again in 2013 when criminal proceedings against him began. However, new facts that led to the retrial were mainly based on testimony from dubious persons who changed them during the retrial or who refused to testify. Based on these statements, the police and the public prosecutor's office tried twice to seize Tykač's property. In both cases such a procedure was found to be illegal by the courts.

In March 2015, after two and a half years, the police ended the investigation and filed a complaint with the Chief Public Prosecutor in Prague.

In December 2015, the Office of the Chief Public Prosecutor in Prague dropped the charges against Tykač. Prosecutor Zdeněk Matula said in the preamble that no evidence of Tykač's guilt was found. This judgment ended the 19 year long case of the CS Fond, to which Tykač z. B. in his 2014 interview for Forbes magazine stated that the money from the funds only disappeared under new owners, whose group around Motoinvest sold the funds with the management company, and all this happened under the pressure of the hostile attack by the ČNB. This triggered a wave of controls by the tax authorities and the stock exchange, a wave of police interrogations and a strongly negative media atmosphere against the Motoinvest group.

End of the "CS Fund" chapter

According to CS Fonds, Czech TV probably put an end to it when it broadcast the following report in its main news program “Events ČT” in February 2020: “Czech TV apologizes to Pavel Tykač for the false and manipulative statement it made on December 29th 2015 in the program 'Events', in the contribution entitled 'The final end after the CS Fund case' broadcast: that Pavel Tykač is responsible for the tunneling of CS Funds, that Pavel Tykač was involved in the fraud in CS Funds, that Pavel Tykač was involved in the acquisition of the Drůbež Příšovice shares by CS Fonds and that the banks went bankrupt as a result of transactions with Mr. Pavel Tykač. "

Political connections

From the beginning, Pavel Tykač knew how to secure political support for his activities. He supported political parties of all Colleur financially and ensured a generous granting of loans to the parties by the banks he controlled, for example a loan of 15 million kroner to the conservative KDU-CSL in 1995. In 1998 he financed the Social Democrats with a loan of 19 million crowns. These donations became the subject of investigations in the Czech Republic, in the course of which it came to the uncovering of black abilities of the then ruling parties ODS and ODA. The resulting government crisis led to the fall of the conservative Klaus government and the collapse of the ODA.

Tykač became an official advisor to Finance Minister Ivo Svoboda in the following Social Democratic government, although several investigations were pending against him at the time. In his role, Tykač had direct access to investigative files from the Ministry of Finance relating to his previous activities. During the government of the Social Democrats in 1998-2003 all investigations against Tykač were gradually stopped. It is telling that Ivo Svoboda was charged with fraud in the summer of 1999 and subsequently sentenced to five years in prison. Svoboda is thus the first minister after the fall of the Wall to end up in prison.

ČKA: The bad bank of the Czech state

Under heavy attack from both the media and investigative authorities in the late 1990s, Tykač decided to end all of his controversial activities in the financial sector. Gradually he sold his holdings or dissolved the companies. In 2002 he bought claims amounting to 38 billion crowns from ČKA through the front company EC Group. The CKA was the bad bank of the Czech state, where all bad loans from the privatization period ended up after the debt relief of the big banks, including some Tykač-related companies.

The previously completely unknown EC Group paid 3.4 billion crowns for the package and outbid renowned bidding consortia such as Goldman Sachs / Flow East or PPF / CS First Boston by half a billion crowns. In 2003, however, the EC Group sued ČKA for repayment of 700 million crowns. Tykač had already been successful with this tactic several times in the past (e.g. Ostravsko ...)

Effect in the energy sector

End of the coal war with the ČEZ group

At the turn of 2012/13, Tykač, as the owner of the Czech Coal company, ended the so-called coal war with the ČEZ group over the price of lignite. Eight years of conflict, which began before Tykač entered the coal business, ended with the mutual agreement of both sides and the signing of a fifty-year Czech Coal contract with the ČEZ group for coal supplies for their Počerady power plant.

Hard collision with EPH because of the Opatovice power plant

In 2012, Tykačs Czech Coal completed the contract for the supply of coal to the Opatovice power plant, which falls under Energetický a průmyslový holding (EPH), owned by Křetinský and J&T Bank. Tykač justified this step with demands for EPH amounting to half a billion crowns. The conflict between Czech Coal and EPH ended in 2014 with the reconciliation. Part of the agreement was also to end all mutual litigation.

The dispute with Sokolovská uhelná

Since 2006, Tykač supported the minority shareholder of Sokolovská uhelná Jan Kroužecký in the conflict with the majority shareholders. Subsequent legal disputes lasted years. In 2015 the whole thing was ended with the agreement when Kroužecký finally sold his shares to the company, which then fully controlled the existing majority shareholders František Štěpánek and Jaroslav Rokos. The price for Kroužeckýs 30% of the company should be around 4–5 billion euros. There is speculation that most of this money was received by Tykač, who had previously bought Kroužecký's share. Only Štěpánek made a public statement, saying that the company had bought Kroužecký's stake, a long-standing dispute was settled and both sides regard the transaction as positive and beneficial.

Causa with magazine respect

In 2013, the weekly newspaper Respekt published information about the alleged freeze of assets worth around 19 billion kroner from Swiss plaintiffs. It should happen as part of the renewed prosecution in the Czech Republic for tunneled CS funds. Tykač, however, refused to freeze his assets, whether conscious or unconscious efforts were made to prevent the signing of the contract between ČEZ and Czech Coal on the long-term supply of coal for the Počerady power plant at the last moment.

Charity and support

The support of the North Bohemia region

With its companies Czech Coal and Vršanská uhelná, Tykač supports a whole range of projects and activities related to the Northern Bohemia region, for example the scholarship program for education promotion “Clever minds for the North”, top women's handball team DHK Baník Most, support for the communities in the Region, such as investments in the reconstruction of the maternity home in Most.

Support for single parents

Together with his second wife Ivana, he founded a non-profit organization Women for women, which helps single mothers with children who find themselves in a difficult situation. They offer them assisted living, psychosocial and legal support.

School meals for starving children

Women for women, ops is the initiator and operator of the largest and award-winning Czech project “Lunch for Children”, which provides food for starving children in Czech primary schools. In the 2014/2015 school year, the project fed almost 2,100 children from 500 schools.

Pavel Tykač has a second marriage to his wife Ivana (née Nováková). The couple have two children together, with six more children from their previous marriages. The blended family lives alternately in Prague and Switzerland.

Tykač's wife is also criticized in the Czech Republic for her business practices. The companies Meltex sro and Arta sro, registered in their names, acquired filet real estate from the city of Prague at a suspiciously low price. The sales were the subject of an investigation into Prague politicians for corruption. The latest Ivana Tykač scandal is also related to corruption in the sale of public real estate. At the end of 2013, the Ministry of Defense sold a listed area in Prague to Griva Art sro. This officially belongs to the anonymous Liechtenstein company Design Consult Establishment AG, whose shares, however, belong to Ivana Tykač. It turned out that two of the three companies involved in the tender belong to Ivana Tykač. The results of the tender were canceled after this information was announced at the beginning of 2014, and the officials responsible for the tender were dismissed with immediate effect.

Investigations in Switzerland

Tykač does not come to rest in Switzerland either. In March 2013, Swiss authorities confiscated Tykač's assets in Switzerland amounting to DKK 19 billion, including a ton of gold.
