Penal de Lurigancho

The Penal de Lurigancho is a prison on Av. El Sol 857 in the district of San Juan de Lurigancho in the region of Lima in Peru . It is the largest prison in Peru.

San Juan de Lurigancho (SJL), also known as Cono Este, is one of the most populous districts in Lima with a population of over one million.

The prison with its 21 blocks is designed for around 2000 inmates. About 10,000 prisoners live in it.

Regulations

The regulations within the prison are based on an agreement between the prison management and the inmates. Detainees are not allowed to leave their zone. As long as they are within the prison walls, they can act and move freely. There are twenty unarmed guards inside the detention zone. All processes such as legislation, cleaning, nutrition and education are regulated autonomously by the inmates. The rules of the free market economy apply , so that almost all goods and services are available at appropriate prices. This includes alcohol, drugs, guns, and prostitutes. Inmates usually cannot survive outside of prison without the help of families and friends. Inmates without cash have to work for the other inmates or offer them sexual services. The sleeping places in the pavilions are limited, so that poor inmates and those at the lower end of the hierarchy can only spend the night in the corridors or outside the building. On the weekends there is a discotheque with alcoholic drinks and prostitutes in a pavilion of the prison.

Prisoners

The majority of inmates are young and have an average prison term of ten to 20 years. Many were imprisoned in Lurigancho without trial. In the hierarchy a distinction is made between so-called " piranhas " (span. Pirañas), offenders aged around 12 years, who mostly appear in groups, and older " sharks " (span. Tiburónes) with more powers.

The tightened Peruvian security policy has led to long prison sentences also being imposed on first-time offenders and petty criminals. Pretrial detainees and convicted offenders are housed in the same prison wing, so that a new “generation of serious criminals” can develop through learning effects. Inmates of the lower hierarchy have to sleep in mass camps and sometimes on the floor in the corridors.

The center aisle between the individual pavilions is called “Jirón de la Unión”, based on the boulevard Lima, where goods of all kinds, including weapons, drugs, etc., are sold. A portrait shows the Australian nun Juana Sawyer, who was taken hostage during a prison revolt and was accidentally shot by the police when she was accessed. The bedrooms are around 40 square meters and are occupied by more than 20 people. Medical examinations show that most of the inmates of Lurigancho show signs of physical violence, such as wounds or bruises, resulting from rank battles and abuse within the prison hierarchy.

Medical supplies

A doctor and a nurse are responsible for the medical care of the inmates. Medical care is free of charge. HIV is the biggest problem in Lurigancho. On visiting days, prostitutes have unprotected sex with up to 40 men, which has contributed to the spread of the viral disease. Other sources of infection are tattoos and hypodermic needles in drug abuse. People infected with HIV are isolated in a specific prison wing. An average of 30 patients are infected with tuberculosis each month , which is another major health problem.
