An underpass is a crossing under other traffic routes. According to DIN 1076, an underpass does not count as a tunnel structure if it was constructed using the open construction method and is no longer than 80 meters.

Underpasses are often built when an intersection at the same level , secured with a traffic light , would be difficult to implement or the topographical conditions do not allow other, simpler solutions.

Pedestrian underpasses are used to enable both road and rail vehicles to move smoothly and to enable pedestrians to cross the dangerous points safely. In the reality of traffic, however , this offer for pedestrian safety is often not or only reluctantly used for various reasons. These include, for example, the darkness and the resulting threat, the nuisance caused by graffiti, rubbish and stench or the presence of people who are perceived as unpleasant. A social control is hardly possible here. Therefore, in addition to the lack of accessibility, women and defenseless people in particular can be prevented from using the underpasses, especially in the evening, at night and generally with few other passers-by, and instead accept more dangerous or costly detours.
