With the Pfandleiherverordnung , regulations for the commercially operated pawnbroking business are made in German law, which are linked to the requirements of § 34 GewO .

The Pfandleihergewerbe was until the introduction of Pfandleiherverordnung by a plurality of pre-constitutional , formerly partikularrechtlichen determined rules in the states continued were each extending on the territory of the former standard- Partikularstaaten were. The Pawnbroker Ordinance contains binding provisions for pawnbrokers on commercial notification (Section 2), the accounting obligation (Section 3), the acceptance of the pledge (Section 5), the pawn ticket (Section 6) and on storage (Section 7), insurance (Section 8) and Realization (§ 9) of the pledge as well as the interest and remuneration accruing in the pawnbroking business (§ 10). The catalog of administrative offenses in Section 12a is based on Section 144 (2) No. 1 GewO .
