Philippe Boulland (born August 18, 1955 in Markala ( Mali )) is a French politician ( UMP ).

Boulland is a doctor of medicine and was initially a specialist in general medicine. He obtained the certificate of special studies in aerospace medicine, the medical diploma and the diploma in tropical medicine and parasitology. In 1985 he started as a general practitioner.

Boulland was Deputy Mayor of Betz from 1989 to 1995 and then became mayor. Since 2005 he has been deputy mayor again. Since 2001 he has been the first vice-president of the Communauté de communes du Pays de Valois and a member of the General Council of the Oise department . He is also president of the local employment agency and chairman of the mayors' association as well as a member or patron of several humanitarian associations. On December 13, 2010, Boulland replaced Pascale Gruny in the European Parliament .

Boulland is in the Group of the European People's Party and a member of the Employment and Social Affairs Committee , the Committee on Petitions and the delegation to the EU-Turkey Joint Parliamentary Committee .
