In the GDR it was customary to draw up a budget for the fulfillment of the plan at the beginning of each year . This was usually determined by the local parliament. Every state-owned company (VEB) had to keep statistics on the fulfillment of the respective plan, and many business management figures had to be reported to the ministries. The plan defense, implementation and plan fulfillment was monitored by the State Planning Commission , which had subdivisions at district and district level . Following its formal resolution in the Volkskammer, the annual national economic plan had the force of law.

Local parliament

(4) The local people's representatives lay down the rights and duties of their councils within the framework of the law in the implementation of the budget, in particular with regard to the disposal of the reserves, the use of additional income and free funds due to under-spending and the application of the principles of material interest firmly, they control the activity of their councils in the implementation of the budget and financial plans and decide on measures to ensure the fulfillment of the plan.
