On April 13, 1921, the Minister of the Interior stipulated that an official advice center for protection against burglary and theft should be set up at Berlin Police Headquarters, Department IV, Inspection B1. The first police advice center in Germany was located in the premises of the police service building in Berlin on Alexanderplatz. The advice center was manned by a detective superintendent and two detective officers. One of the main tasks of the counseling center was to educate the population about burglary protection and protection against theft . In the following years, official police advice centers opened in Munich and other German cities. After the Second World War, the first criminal police advice centers were set up again in Germany in the 1950s. In North Rhine-Westphalia, a decree by the Minister of the Interior dated June 16, 1952 regulated the re-establishment of criminal police advice centers in North Rhine-Westphalia.

The classic task of the police advice centers was and is, "... to give citizens qualified advice through individual and objective advice on how they can protect themselves from falling victim to criminal offenses through technical safeguards and correct behavior."

The advice centers in Germany today provide information on all police issues. According to a framework concept, the police prevention program supports, among other things, the police advice centers in providing personal advice to interested persons by making specialist brochures, material and media available.

The police advice centers are specifically named in the implementation provisions of Section 36 WaffG (storage of firearms and ammunition) in anticipation of the AWaffV.
