As Postenschacher in is Austrian German power-sharing in public administration as a special form of corruption described. As a rule, this term refers to the allocation of posts without prior public announcement or without special qualification requirements. These positions can either be of a party political nature (cf. proportional representation ) or they can be political or economic out of power interests. The post haggling is usually a consequence of the friendship economy or nepotism . The person who receives the post is said to have “protection”.

backgrounds

Public tenders usually serve to confirm the decision about an occupation that has already been made behind the scenes. For reasons of transparency, these are usually published retrospectively in a legally embellished form in order to meet formal basic criteria. Due to the lack of an obligation to take into account predefined criteria when awarding public positions (e.g. to increase the proportion of women or verifiable evidence of experience), such advertisements have little or no implications for the actual filling of positions. According to current Austrian legislation, a post does not have to be formally justified. Likewise, objections from other applicants can rarely be legally enforced in practice. As a rule, they only lead to a short delay in the allocation of posts that has already been decided. Indirect measures, such as amicable agreements or criticism from the media, have a greater chance of success. The mutual accusation of post hacking - in which all parties are involved - is part of everyday political life in Austria.

Post chess occupations are subject to frequent, but mostly unsuccessful, criticism of public opinion. So far only inadequate measures have been introduced to combat this form of corruption, which is particularly pronounced in Austria. The post cheat basically serves to consolidate existing power structures in Austria and therefore contributes significantly to the frequently criticized phenomenon of rigid and " encrusted structures ".

When appointing school directors, it is often assumed that there is a haggling.

Processing in art and culture

In the satirical sitcom MA 2412 , protection is targeted. Helmut Qualtinger's song, " Der Papa will fix it ", is based on real events and also has Postenschacher's theme. So it says in one of the verses: “ And if I need a post, then he'll pay for it, otherwise I ask myself, what else is he there for? "
