Prairie Island Indian Community is an Indian reservation in Goodhue County in the US state of Minnesota . The reservation, which was established by the US Department of the Interior in 1889 , is located directly on the Mississippi , on the border with the US state of Wisconsin . The reserve is almost entirely surrounded by the city of Red Wing and is home to Mdewakanton - Dakota - Sioux Indians. The tribe operates the Treasure Island Resort & Casino , which is located near the reserve and is the largest employer in Red Wing. The reserve has around 200 permanent residents. The tribe has around 800 registered members. In addition to the actual reserve area, the tribe has other off reservation trust land . The total area is 4.3 km². Due to the casino , the reserve is considered wealthy. Near the reserve is the Prairie Island Nuclear Power Plant, a controversial nuclear power plant, which the tribe classified as unsafe due to the flood situation on the Mississippi. Despite the protests of the residents, the power plant is still in operation and is controversial for its highly radioactive waste stored on site.
