The Presidential Policy Directive 20 , or shortly PPD-20 is a directive from the US President Barack Obama , who on the cyberwar concentrated. The directive was top secret and NOFORN , abbreviation for English no foreign nationals , i.e. only accessible to US citizens. In November 2012, the Washington Post reported for the first time on the document signed by Barack Obama the previous month. On June 7, 2013, journalists Glenn Greenwald and Ewen MacAskill published the wording of the guideline in the Guardian, based on the revelations from Edward Snowden . The content describes how the USA wants to fight offensively in a cyber war. Attacks on foreign servers in other countries should also be possible.
