The city of Cologne has been a founding member of the working group for pedestrian and bicycle-friendly cities, municipalities and districts in North Rhine-Westphalia (AGFS) since 1993.

In 2016 the city presented a bicycle traffic concept. The concept plans to reduce car traffic by a third by 2025. The city of Cologne is criticized in the press for the slow implementation.

A cycle expressway from Cologne to Frechen is planned for better connections to the surrounding area. The city of Cologne, however, came third from last among cities with more than 200,000 inhabitants in a 2017 survey on bicycle friendliness by the General German Bicycle Club (ADFC). In the survey from 2018, Cologne deteriorated and came in last.

Since 2016, the Cologne Rings have been redesigned to be bike-friendly. The plan is for a complete and largely standardized cycle path by converting the right-hand lane and one lane exclusively for cycle traffic as well as Tempo 30. Completion will take place in 2020. The trigger for this measure was the #RingFrei initiative ; for this she was awarded the German Bicycle Prize 2019 in the "Communication" category.
