Rafael Anibal Montiel Cuellar (born June 28, 1981 in Bogotá ) is a Colombian racing cyclist .

Rafael Montiel was third in the 2005 stage of the Vuelta Ciclista a la Republica del Ecuador. In the 2006 season, he took podium finishes on the stages of the Clásica de Fusagasugá, Vuelta a Colombia and Clásico RCN tours . Montiel has been driving for the Colombian Continental Team Colombia Es Pasion since 2007 . At the Vuelta a El Salvador he celebrated his first stage victory and finished the tour in tenth place in the overall standings.

During the Vuelta a Colombia 2008, where Montiel celebrated a stage victory, he tested positive for doping and was banned until May 2010. He then continued his cycling career.
