Raivo Palmaru (born November 27, 1951 in Pärnu , Estonian SSR ) is an Estonian journalist and cultural media politician. He was Minister of Culture of the Republic of Estonia from 2005 to 2007.

Life, journalism and politics

Raivo Palmaru graduated from school in his hometown of Pärnu on the Estonian west coast in 1970. In 1978 he graduated from Tartu State University with a degree in history .

He wrote for Estonian newspapers and magazines at an early age: from 1983 with Noorte Hääl (“voice of youth”) and from 1985 to 1988 with Aja Pulss (“pulse of time”). From 1988 to 1990 Palmaru worked as a sector leader in the Central Committee of the Communist Party of Estonia (EKP).

From 1990 to 1993, when Estonian regained independence, Palmaru was employed by the Estonian public television broadcaster Eesti Televisioon . In 1993 he became department head of the Rahva Hääl newspaper . In 1994 he became special correspondent for the short-lived daily Eesti Sõnumid ("Estonian News"). From 1995 to 1997 Palmaru was the special correspondent of the Estonian newspaper Sõnumileht . In 1995 the Estonian Union of Journalists voted him “Journalist of the Year”.

From 1997 to 1999 Palmaru acted as advisor to the Estonian Prime Minister Tiit Vähi and head of the Estonian State Chancellery. In 1997 he moved to Luup magazine as an editor .

In 2001 he received his PhD in Political Science and Political Science from Tallinn University of Education (now Tallinn University). From 2001 to 2005 Palmaru taught media and communication studies at the private university Akadeemia Nord in Tallinn , since 2001 with the title of professor.

From 2005 to 2007 Raivo Palmaru was Minister of Culture of the Republic of Estonia in the coalition government under Prime Minister Andrus Ansip . He belongs to the Estonian Center Party (Eesti Keskerakond) .

From 2007 to 2010 he continued teaching at Akadeemia Nord . Raivo Palmaru has been teaching at Tallinn University since 2010.
