Building history and architecture

On May 15, 1956, the state government raised North Rhine-Westphalia , the community Bockum-Hoevel to the city. At the end of the 1960s, they made the decision to build their own town hall . For this purpose a competition was announced, which could be decided in June 1969. This point in time roughly corresponds to the beginning of the second phase of the municipal reform in North Rhine-Westphalia . The planning for the town hall continued, although it was already becoming clear that Bockum-Hövel would probably be affiliated with Hamm.

The architects HPP Hentrich - Petschnigg & Partner KG from Düsseldorf and their partner, the architect H. Höllges , were awarded the contract for the construction project . Project managers were graduate engineer K. Ossmann (planning) and civil engineer F. Dillenberger (site management), while D. Fock, E. Heuser, E. Schlenkermann and Ha. Urselmann in appearance.

In June 1971 the construction of the town hall began. It was completed in December 1972, when the city of Bockum-Hövel moved into the building. The town hall Bockum-Hövel has a usable area of ​​3,500 m² with an enclosed space of 29,000 m³.

The structure, which is equally oriented on all sides, takes into account its central location in the newly designed city center of Bockum-Hövel. In order to document the importance of the town hall in the cityscape, the building dimensions were structured according to their function. In addition, the entrance level was raised and the height development of the planned neighboring buildings was adjusted.
By raising the town hall square, the traffic connection between Theodor-Heuss-Straße and Ratenstrauchstraße as well as the arrangement of the staff parking spaces are possible via half-story ramps. The interlocking open spaces of the Rathausplatz are connected to the market square, the two shopping centers and Theodor-Heuss-Straße via ramps and stairs. The conception of the outdoor areas aims at further spatial and optical continuation on all sides.
The entire system is divided into three room groups:
The entrance floor for the public-intensive offices, such as social welfare office, youth welfare office, criminal police (in connection with the police station below), city treasury, public order office and registry office.
The representative floor of the council and the city administration in connection with the main office and the foyer with the meeting room and parliamentary group rooms. These can be combined into a large unit by opening the partition walls and can be reached by spectators via a separate entrance.
The other upper floors for the administrative offices are laid out on two levels.
An essential factor in economic efficiency is the raising of the entrance floor, which means that the lowest level is above the groundwater level and an expensive tub construction could be avoided.
The expansion is planned in a separate building that will be connected to the main building on the upper floors.
A reinforced concrete skeleton with normal spans was chosen as the construction. Cantilevered walkways are used as sun protection and for cleaning purposes. The construction grid is independent of the office axis dimension so that partition walls can be connected to the facade without being hindered by supports. The facade consists of 1.80 m wide prefabricated parts that are glazed or closed.
The council chamber and the adjoining parliamentary groups are air-conditioned. The electrical supply to the offices is via floor ducts.

Todays use

In the late 1990s, many offices and authorities in the city of Hamm were centralized and merged into citizens' offices, of which each district received one. The community office of the Hamm-Bockum-Hövel district was located in the town hall at today's Teichweg 1, where it is still located. The town hall is also the seat of the district council, the Hamm municipal job center and other offices and authorities.

District Representation

The city of Hamm is divided into seven districts , of which Bockum-Hövel has been one since 1975. The district council of the city district is elected by the citizens on a separate ballot for five years. It has nineteen members and elects the district administrator from among its members, who presides over the district council and represents the city district externally.

The party composition of the district council can differ , sometimes significantly, from that of the city ​​council . This takes into account the different structures in the city districts. The district representatives are assigned important decision-making and consultation rights in local matters, which are standardized in the municipal code for the state of North Rhine-Westphalia and by the city council of Hamm.

Every resident or citizen has the opportunity to contact the council or the district council with suggestions and / or complaints about matters relating to the community. The respective committee deals with the matter and forwards it to the responsible body. This can be a council, committee, district council or administration. The application will then be informed about the progress of the procedure and the result. A residents question time is held at the beginning of a district council meeting. Citizens can address their questions directly to the district council here.

A resident application, which can be submitted to the council or (in matters for which it is responsible) to the district council, obliges the council to discuss and decide on a specific matter in its area of ​​responsibility. Anyone who has lived in the community for three months and is fourteen years of age can post it. However, written support from four percent of the residents of the city of Hamm (maximum 8,000) or the respective city district is required. The council or the district council then decides on the admissibility of the application, and within four months also on the application itself.

With citizens 'petitions and citizens' decisions, citizens have a direct influence on the life of their city. To do this, they contact the council or their district representative. Only if this committee does not comply with the referendum, the citizens decide instead of the council or the district council through the referendum. If the deadline is met, a council resolution can also be attacked by means of a referendum. If it is not complied with, a referendum must be carried out within three months.

Requirements for this are:

  • The petition for citizens must be formulated in writing as a question that can be answered with yes or no.
  • It must explain how the costs for the desired project are to be covered.
  • At least five percent of the citizens of Hammer or according to a city district must sign the request.
  • Three people must be named to represent the undersigned.

The decision is deemed to have been made if a majority votes “yes” or “no”. The turnout must be so high that the majority represents twenty percent of the electorate. In the event of a tie, the question is rated as answered with "No". Only citizens, not the council, can initiate a citizens' decision. Citizens' decisions can only be changed within two years and only through a new referendum.

Independent cities such as Hamm must also provide the citizenship decision for city districts, provided that it concerns matters of the district council. Certain facts that cannot be regulated by a citizen's decision, such as
