On August 9, 1937, the colonial city administration of Lourenço Marques under Mayor José Maria da Silva Cardoso announced an architectural competition for the new construction of a city hall . The Portuguese architect Carlos César dos Santos emerged as the winner of the competition in 1938 . In 1941, the then mayor of the city, Francisco dos Santos Pinto Teixeira , decided to build it. Work began that same year. The building was officially opened in 1947.

Santos designed a building with a trapezoidal floor plan that is slightly elevated on a hill, so that it is automatically an eye-catcher on Avenida D. Luís , today's Avenida Samora Machel . The building, whose facade measures 65 meters, is kept in the historicist manner of neoclassicism and follows the architectural rules of beaux-arts . Santos chose neoclassical architectural forms due to his Brazilian origins, especially there this architectural direction was one of the most important alongside the Baroque and Rococo. The massive construction suggests the choice of natural stone as the material, but it is cement .

The municipality of Lourenço Marques ( Câmara Municipal de Lourenço Marques ) moved in in 1947. Since the independence of Mozambique in 1975, the building of the city council of the renamed Maputo ( Conselho Municipal de Maputo ) resides .

Since 2011 the building has been in the preselection for a list of monuments for the city of Maputo. The building is registered with the number 31708 in the Portuguese monument database Sistema de Informação para o Património Arquitectónico , which also includes monuments to former Portuguese colonies.
