Spatial planning policy framework

The regional planning framework (HARA) is a work and action program of the regional planning of the federal and state governments.

The HARA was adopted in 1995 by the Ministerial Conference on Spatial Planning . It concretizes the models of the spatial planning policy orientation framework of 1993. Its aim is to test new instruments for the implementation of spatial planning policy and to promote the exchange of experience between the public and regional actors. The HARA emphasizes the region as an important element, dealing with four subject areas with a number of priorities:

  • Region as the implementation level
    • Regional conferences
    • structurally weak rural areas
    • City networks
  • European dimension
  • space-effective specialist planning
    • sustainability
    • Relief of areas with heavy traffic
  • Development of the law of spatial planning and regional planning
