Recall of Parliament
As a recall of Parliament (Engl., The reconvening of the Parliament ') is referred to in the constitutional law of the United Kingdom , a parliamentary procedure to convene an extraordinary session of parliament outside regular session time (as opposed to Notdebatte during the session time) d. H. on a weekend or during the parliamentary recession . Parliament is generally reconvened on events of major national importance to allow Members to have an emergency debate on issues related to those events.
In the UK, decisions on whether to recall the House of Commons or Lords are the responsibility of the Speaker of the House and are usually made at the request of the government. This follows a recommendation of the Hansard Society Commission on Parliamentary Scrutiny from 2001, according to which "the speaker of the lower house should have the possibility to call parliament in emergencies" ("the Speaker of the Commons should have the ability to recall Parliament at times of emergency ").
