The State of the Union , English State of the European Union (SOTEU) based on the State of the Union , the speech by the US president, is an annual speech by the President of the European Commission before the plenary session of the European Parliament . The speech is intended to make the work of the EU Commission better known and more transparent.

2010

The first State of the Union address was given on September 7, 2010 by Manuel Barroso. For more than two thirds of the time he was entitled to, he dealt with economic issues. He used the rest of the time to talk about security policy, the environment and fundamental rights.

2011

In his second State of the Union address on September 28, 2011, Barroso was fierce and received great applause in parliament for statements such as “Greece is and will remain a member of the euro area”.

2012

In 2012, he gave his speech on September 12, 2012, in which he called for a federation of nation states and announced proposals for deepening the economic and monetary union.

2013

In 2013 the speech was given on September 11th.

2015

The first State of the Union address by Commission President Jean-Claude Juncker was given on 9 September 2015 in Strasbourg under the title “Time for Honesty, Unity and Solidarity”. In it he commented on the topics of the refugee crisis in Europe 2015 , Greece in the euro crisis , the UK's whereabouts in the Union, TTIP , the Ukraine crisis and the environment .

2016

The speech with the title: "Towards a better Europe - A Europe that protects, strengthens and defends" was given on September 14, 2016 in Strasbourg.

2017

Juncker delivered his third State of the Union address on September 13, 2017. He spoke alternately in English, French and German about the priorities for the coming year and his vision for a stronger and more democratic Union by 2025.

2018

Jean-Claude Juncker's last State of the Union address was given on September 12, 2018. He spoke alternately in French and German.

criticism

In the run-up to the first State of the Union address, it was discussed whether MEPs who fail to speak without giving reasons should not receive their attendance fees. This initiative, which was supposed to guarantee that Barroso does not speak in front of an empty house, was seen by some MPs as an "attack on the free mandate". It was also criticized that Barroso did not address the citizens of Europe directly, but only addressed the parliament.
