The Bern-Mittelland Regional Conference (RKBM) is an association of municipalities which, in accordance with legislation, takes care of regional planning, overall transport and settlement planning, regional cultural funding and regional policy.

In 2016, the regional overall transport and settlement concept RGSK Bern-Mittelland 2nd generation (RGSK II) was adopted. It serves as the central spatial planning instrument of the regional conference in order to direct and coordinate regional traffic, settlement and landscape development in the medium to long term.

The economic area of ​​Bern is an amalgamation of some of the municipalities of the regional conference that have entrusted the RKBM with the promotion of the regional economy. In 2010 it was formed as a business sub-conference. Cooperation in the economic competition for locations and regional economic development are the tasks - also in comparison to other growing metropolitan areas. The basis is a performance agreement between the Economic Development Agency of the Canton of Bern (WFB) and the RKBM. On behalf of the canton, services are provided for all 77 municipalities of the RKBM, on the other hand extended services for the 33 municipalities of the sub-conference. Today there are 33 parishes.

Predecessor organizations were the Regional Planning Association for the City of Bern and Surrounding Communities (RPV), founded in 1963 , from under the name Association for Cooperation in the Bern Region and from 1996 as the Association Region Bern . The Regional Culture Conference (RKK) was founded in 1997 as an association and took over the tasks of the previous committee for cultural issues of the VRB. The RKK was active until 2011. The Regional Transport Conference (RVK 4) was founded in 1997 as an association, took over the tasks of various committees of the VRB and was active until 2010. In 2009/10, the Bern Region Association was dissolved, and in 2010 the tasks were transferred to the RKBM.
