In 1952 he began studying mining in Clausthal and received his doctorate in 1959. In 1972 he completed his habilitation and in his habilitation thesis laid the basis for his further professional career in security technology. He published the " Taschenbuch Betriebliche Sicherheitstechnik " and the " Taschenbuch Arbeitsicherheit " as well as a large number of articles from his field of work. He taught at the same time at the three universities of Clausthal, Dortmund and Wuppertal.

In addition to his professional activity, Skiba dealt with natural history records. As early as 1953 he published the title " Ornithological Observations on the Memmert ", followed by over a hundred ornithological articles by 1986. He dealt with the bats for the first time in 1966. Later in the 1980s he shifted the focus of his publications from birds to bats, and since 1986 he has written 79 articles on bats. His professional experience in acoustic issues made him an expert in bat research. Using ultrasound detectors, he researched the location and social calls of 35 European bat species and presented them graphically and a. in oscillograms and spectrograms. His 2003 work " European Bats, Identifiers, Echolocation and Detector Applications " is mentioned as a standard work in this area.

Skiba was twice widowed and lived with Gudrun Kolbe until his unexpected death in May 2013.
