Reinhard Winter (politician)

Reinhard Winter (born November 25, 1953 in Hessisch Oldendorf ) is a German local politician ( CDU ).

After finishing secondary school, Winter trained as an industrial clerk and then worked as a commercial clerk. He then attended the technical college for economics, from which he graduated with a technical college entrance qualification. After completing his military service, Winter studied business administration at the Lippe University of Applied Sciences , Lemgo department, and graduated in 1977 with a degree in business administration. He then studied law and political science at the University of Hanover . After passing the second legal exam in 1984, he became a legal assessor. This was followed by positions as an assessor at the Hanover district government and the city of Lehrte . In 1986 he moved to the Lower Saxony Ministry of the Environment and became a personal advisor to Environment Minister Werner Remmers . In 1989 he became head of the department for overarching environmental projects, economic affairs of environmental policy and in 1990 he was head of the department for ecological economics in the Lower Saxony Ministry of the Environment.

Since 1991, Winter has been the district director of the Emsland district (Lower Saxony). He later became the first district councilor and general representative of the district administrator. From November 1, 2011, he was the district administrator for the district of Emsland. He was elected with 68.02 percent of the valid votes. Winter decided not to run again for the district election and retired on October 31, 2019. In the district election on May 26, 2019, Marc-André Burgdorf (CDU) was elected Winter's successor with 59.44 percent of the valid votes. Burgdorf succeeded Winters on November 1, 2019.

Reinhard Winter is married and has two grown daughters. He lives in Meppen .
