The UN Security Council resolution 1397 was posted on 12. March 2002 at the 4489th meeting of the UN Security Council adopted by 14 votes to none against, with one abstention (Syria). It calls on Israel and the Palestinians to immediately end the violent conflict that has been going on since September 2000. For the first time, a Security Council resolution proposes a two-state solution to resolve the Israeli-Palestinian conflict .

prehistory

The Second Intifada began at the end of September 2000 . At the crisis summit in Sharm El Sheikh in October 2000, it was still assumed that the conflict would soon be over. In order to prevent such escalations in the future, an action plan should be drawn up. This "Mitchell Report" was presented on April 30, 2001. On June 13, 2001, the Tenet Plan for a Ceasefire and Security Cooperation was published.

Attention is first drawn to the validity of previous resolutions 242 (1967) and 338 (1973) .

Then it is demanded that all acts of violence, terrorism, provocations and destruction be stopped.

Both sides are called upon to implement the Tenet plan and the recommendations of the Mitchell report and to resume negotiations.
