The Resolution 2042 of the UN Security Council is a resolution that the United Nations Security Council voted unanimously in 6751. Meeting on 14 April 2012 found. She dealt with the situation in the Middle East. Specifically, it was about the implementation of a six-point peace plan in the civil war in Syria . A 30-strong advance team was to be deployed to monitor the same and to explore the situation and prepare for the United Nations Supervision Mission in Syria (UNSMIS).

background

In advance, the civil war parties negotiated the six-point proposal with special envoy Kofi Annan and the League of Arab States , which contained the following points:

  1. A political process should be initiated with the mediation of Kofi Annan and authorized negotiators should be appointed.
  2. A truce should be concluded that includes the following:
    1. The Syrian government should send its troops back to the barracks and stop the use of heavy weapons.
    2. The Syrian government should stop fighting
    3. The opposition should stop fighting
  3. A daily two hour humanitarian break should be agreed and coordinated
  4. Those arbitrarily detained should be released
  5. Journalists should be able to move freely in Syria
  6. Freedom of assembly should be respected

The Syrian government first approved the plan on March 25 and renewed its readiness on April 1. It should be implemented by April 10th. On April 12, Special Envoy Kofi Annan confirmed the ceasefire and the start of the implementation of the plan by the Syrian government.

content

The Security Council referred to the reports of the Secretary General dated August 3, 2011, March 21, 2012 and April 5, 2012 and the corresponding resolutions of the General Assembly . He pledged his support to Special Envoy Kofi Annan and mentioned General Assembly Resolution 66/253 of February 16, 2012 and the resolutions of the League of Arab States .

The Security Council also reaffirmed its commitment to the sovereignty, independence, unity and territorial integrity of Syria.

He condemned the human rights violations in Syria and reminded those responsible, who are not defined, that they will be held accountable. He expressed his regret for relatives of the dead, whose number he put at " many thousands ".

He mentioned the six-point proposal that the Syrian government had accepted on March 25, 2012 and affirmed on April 1, 2012, " to meet their obligations immediately and visibly " by stopping troop movements to population centers, ending the use of heavy weapons and using the Withdrawal of the troops begins. April 10, 2012 was planned as the end date for implementation. The Security Council also mentioned that the opposition had agreed to stop the fighting in return.

The Security Council said that there had been a ceasefire in Syria since April 12 and that the Syrian government had started to implement its commitments. This assessment was based on the opinion of Kofi Annan. The Security Council also called on the Syrian government to implement the six-point proposal fully and visibly.

He reaffirmed his support for the six-point proposal and the call to the Syrian government to meet its obligations and the call for all government troops to withdraw to the barracks. He then called for " all parties in Syria, including the opposition, " to stop the fighting.

The Security Council announced its intention to send an oversight mission to Syria based on a proposal from the Secretary General (by April 18 at the latest).

He called on the Syrian government to give the mission and its advance team their full support. In particular, it should guarantee freedom of movement, free access, unhindered communication and free and confidential contact with the population without retaliation.

He also decided to send an advance team consisting of a maximum of 30 unarmed people. They should prepare the mission and contact the parties for this purpose and begin reporting on the six-point proposal. He calls on all parties to support the team, but sees the main responsibility for this with the Syrian government. The general secretary should report any disability.

The Syrian government has also been asked to give humanitarian personnel access to vulnerable groups.

The Secretary General should report on the implementation of the resolution by April 19. The Security Council wanted to evaluate the subsequent steps and to remain active in the matter.

consequences

The first members of the advance team, led by the Moroccan Colonel Ahmed Himmiche, arrived in Syria on April 15. On April 21, the Security Council decided in resolution 2043 to increase the mission to 300 people. The increase was only gradually carried out. On May 4th, there were only 40 observers in Syria and full strength was only reached at the end of June. At that time, however, there were no more patrols because the execution had been interrupted since June 16 due to the ongoing violence. On July 20, after intensive negotiations with Resolution 2059 , the Security Council extended the mission by another 30 days. Due to the conditions in Syria, he ordered the termination of the mission on August 16, which finally expired on August 19.
