The Resolution 2032 of the UN Security Council is a resolution that the United Nations Security Council voted unanimously in the 6699th meeting on 27 December 2011th It is entitled “ Report of the Secretary General on Sudan and South Sudan ”.

The Council urged the two countries to complete the establishment of an "Abyei Region Administration and Police" in line with previous agreements and to use the procedures developed to resolve outstanding issues related to the borders and the demilitarized zone .

The Security Council dealt with the issue in Resolution 1990 and Resolution 2024 .

The Security Council

1. Resolves to end the mandate of the United Nations Interim Security Force for Abyei ( UNISFA ) as set out in Section 2 of Resolution 1990 (2011) and amended by Resolution 2024 (2011 ) and, acting in accordance with Chapter VII of the United Nations Charter, as set out in Section 3 of the resolution 1990 (2011) to be extended by a period of 5 months

2. Recognizes that UNISFA can only effectively carry out its mandate if the Governments of Sudan and South Sudan honor the commitments made between the two parties and with the United Nations

3. Demands that the Governments of Sudan and South Sudan, in accordance with their obligations under the June 20 Agreement, immediately and unconditionally relocate all remaining military and police forces from the Abyei Area and prompt the establishment of the Abyei Territory Administration and Abyei Police Department to lock

4. Urges the Government of Sudan and the Government of South Sudan to use the Joint Political and Security Mechanism to resolve outstanding issues related to defining the safe demilitarized border zone, resolving border disputes, marking the border and mapping the To use border zone;

5. Calls on all Member States, in particular Sudan and South Sudan, to ensure that all personnel, equipment, food, supplies and other goods, including vehicles, aircraft and spare parts, which are intended for the exclusive and official use of UNISFA, can be moved freely, unhindered and quickly to and from Abyei and within the entire secure demilitarized border zone

6. Urges the Governments of Sudan and the Governments of South Sudan to cooperate fully and fully support UNISFA in order to enable it to carry out its mandate to the full

7. Requests the Government of the Sudan and the Government of South Sudan to facilitate the use of the United Nations Service in mine action and mine detection and clearance in the Abyei area

8.Calls on the Government of the Sudan and the Government of South Sudan to promptly fulfill their commitment in the Comprehensive Peace Agreement to the peaceful settlement of the final status of Abyei, and calls on them to review the proposals to be made by the African Union High-Level Implementation Group to resolve this issue to examine good intentions

9. Urges all parties involved, in accordance with applicable international humanitarian law, to provide humanitarian personnel with full, safe and unimpeded access to civilians in need and to provide all facilities necessary for their work

10. Requests the Secretary-General to ensure effective human rights monitoring and the inclusion of the results in his reports to the Council, and calls on the Government of Sudan and the Governments of South Sudan to cooperate fully with the Secretary-General to this end

11. Requests the Secretary-General to take the necessary steps to ensure that UNISFA fully respects the United Nations' zero tolerance policy on sexual exploitation and sexual abuse and to keep the Council informed of such conduct

12. Stresses that improved cooperation between the Government of the Sudan and the Government of South Sudan is also essential for peace, security and stability and for their future relations

13. Requests the Secretary-General to continue to keep the Council informed every 60 days of progress in the implementation of the UNISFA mandate, to inform it immediately of any serious breach of the above agreements and of ways to strengthen cooperation between the missions to explore and implement in the region

14. Decides to remain actively involved in the matter
