The United Nations Security Council Resolution 1970 is a resolution that the United Nations Security Council has adopted unanimously at its 6491st meeting on February 26 2011th With the resolution, which was passed on the basis of Article 41 in Chapter VII of the United Nations Charter and is therefore binding under international law, the body reacted to the development of the situation in Libya and imposed economic sanctions on the North African state. These include an arms embargo , a travel ban for Muammar al-Gaddafi and some of his family members and high-ranking officials in his government. Bank accounts of Libya and those on the list in the annex to the resolution have been frozen.

Furthermore, the Security Council referred the situation under Article 13 of the Rome Status to the International Criminal Court , which can therefore prosecute core international crimes within its jurisdiction that have been committed since February 15, 2011 in connection with this conflict. The Libyan authorities were also instructed to cooperate with the court.

With the resolution text, the members of the Security Council assume that the "widespread and systematic attacks that are currently taking place in the Libyan Arab Jamahiriya against the civilian population can amount to crimes against humanity".

With the resolution, the Security Council demanded an immediate end to violence and steps that are appropriate to meet “the justified demands of the population”. The United Nations is calling on the Libyan authorities to take measures to ensure the safety of foreigners in Libya and to make it easier for those who want to leave the country to leave. It is also required that Libya allow foreign humanitarian and medical aid workers to enter the country and ensure safe passage of relief supplies. Eventually, the panel called for restrictions on the media to be lifted.
