The Resolution 2401 of the UN Security Council is a resolution on the situation in Syria , which the United Nations Security Council has adopted unanimously at its 8188th meeting on February 24 2018th With the resolution, the Security Council demands from all conflict parties in Syria a ceasefire for a period of at least 30 days in order to enable humanitarian aid workers to gain access to the disputed areas and to bring war victims to safety. The resolution, which was introduced by Sweden and Kuwait , does not contain any means of pressure for enforcement that are binding under international law.

Because the wording of the resolution was disputed for a long time in order to take into account the reservations of Russia and the Syrian President Bashar al-Assad , the vote was postponed several times. The United States Ambassador to the United States, Nikki Haley , accused Russia of deliberately delaying the adoption of the resolution.

At the request of Russia, the required ceasefire does not affect any operations against Daesh , Al-Qaida , al-Nusra and all other persons, groups, companies and units that are associated with Al-Qaeda or Daesh, and all other terrorist groups, such as they have been determined by the Security Council, are in a relationship. Russia's call for the Syrian government to approve all aid supplies was not included in the resolution.

Although the two strongest groups of fighters in Eastern Ghouta are not on the UN terror list, Russian Foreign Minister Sergei Lavrov explained on February 26, 2018 that the ceasefire in no way affects the actions of the Syrian government with the support of the Russian Federation against all terrorist groups , and that this also applies to the militias in Eastern Ghouta, which had ties to the Nusra Front.

The resolution came after Syrian government troops launched increased attacks on Eastern Ghouta in the week prior to the resolution , where, according to unconfirmed newspaper reports, at least 400,000 civilians were allegedly staying at the time. These attacks reportedly killed at least 500 civilians by the time the resolution was voted on.
