The UN Security Council resolution 465 was passed unanimously on March 1, 1980 by the UN Security Council. The subject matter was the Israeli settlements and the Israeli administration of the "Arab territories occupied since 1967, including Jerusalem ". This phrase referred to the West Bank , East Jerusalem , the Golan Heights and the Gaza Strip .
The Security Council cited a report by the UN Commission prepared by UN Security Council Resolution 446 (1979). Israel has also been criticized for not cooperating with this commission. The resolution expressed concern about Israeli settlement policies in the Arab territories and cited resolutions 237 (1967), 252 (1968), 267 (1969), 271 (1969) and 298 (1971). Furthermore, the Israeli state and its people were called upon to dismantle the settlements.
The resolution also condemned Israel for not allowing the Mayor of Hebron , Fahd Qawasma, to travel to the UN site in New York.
The resolution closes with a request to the Commission to continue investigating the situation in the Occupied Territories, paying particular attention to the exploitation of natural resources. The commission is to submit a new resolution to the Security Council on September 1, 1980.
The resolution calls on all states not to provide any assistance to Israel “with regard to its settlement activities in the occupied territories”.
