The Resolution 478 was on 20 August 1980 by the UN Security Council adopted. In it the Jerusalem Law , which among other things stipulates the annexation of East Jerusalem by Israel , was declared null and void. The resolution was passed with a 14-0 vote, with the US abstaining. Until Israel withdrew from East Jerusalem, the UN member states were asked to withdraw their diplomatic missions from Jerusalem .

At that time, 13 of 45 countries had their embassies in Jerusalem: Bolivia , Chile , Colombia , Costa Rica , the Dominican Republic , Ecuador , El Salvador , Guatemala , Haiti , the Netherlands , Panama , Uruguay and Venezuela . All other embassies were based in Tel Aviv .

All 13 affected states followed the resolution. In 1982 two states, Costa Rica and El Salvador, moved their embassies back to Jerusalem. In August 2006, however, only Costa Rica and 14 days later El Salvador moved their embassies back to Tel Aviv.

The US moved its embassy from Tel Aviv to Jerusalem on May 14, 2018, which US President Donald Trump announced in December 2017 and the US Congress had already decided in 1995.

Belgium, France, Greece, Great Britain, Italy, Sweden and Spain have consulates general in Jerusalem .
