Richard Blömer (born August 29, 1944 in Vechta ) is a German CDU politician .

Richard Blömer passed the talent test in 1967. In the same year, he began studying history / politics, German and sport at the Cologne University of Education. He finished this with the 1st state examination for teaching at elementary and secondary schools in 1970. In 1972, the 2nd state examination followed. From 1971 he was a teacher. Richard Blömer has been a member of the CDU since 1969. He became local chairman of the CDU Cologne-Lindenthal, then chairman of the Cologne III district association. From 1986 to 1990 he was deputy chairman and from 1998 chairman of the CDU Cologne. In 1999 he became the cultural policy spokesman for the CDU council group in Cologne. He was a member of the Cologne City Council from 1975 to 1995 and was chairman of the CDU parliamentary group from 1985 to 1991. From 1990 Blömer was chairman of the committee for art and culture and from 1999 a citizen of the culture committee of the city council of Cologne. In the course of the affair surrounding the planned appointment of Christoph Nix as head of cultural affairs for the city ​​of Cologne, Blömer resigned from his position as the parliamentary group's cultural policy spokesman in 2004. He was a member of the Rhineland Regional Assembly from 1975 to 1985 and has been a citizen of the Rhineland since 1980.

Blömer moved up on November 23, 1994 in the 11th state parliament of North Rhine-Westphalia . From 1995 to 2005 he was a directly elected member of the 12th and 13th state parliaments .

Cologne party donation affair

Richard Blömer was in the wake of the Cologne party funding scandal by the Cologne Regional Court sentenced to one year probation. He appealed against this judgment. The Federal Court of Justice (BGH) overturned the judgment of the Cologne Regional Court in the appeal proceedings on April 13, 2011 on the grounds that " The conviction of the defendant Blömer is not valid. The conviction is not supported by the previous findings. The matter therefore requires new factual clarification " . On January 31, 2012, Blömer was sentenced by the Ninth Large Criminal Chamber of the Cologne Regional Court in the second instance to a ten-month suspended prison sentence for concealing a party donation. In addition, Blömer has to bear the procedural costs. In this process, Blömer had made a partial confession for the first time: he admitted the disguise of the donation, but only in the amount of 12,000 DM. However, the court is convinced that Blömer should actually have broken up 67,000 DM and incorrectly declared it in the statement of accounts. The 1st Criminal Senate of the Federal Court of Justice in Karlsruhe rejected Blömer's appeal against this judgment in September 2012 as unfounded, making the judgment of the Cologne Regional Court legally binding.
