The Riigi Teataja (German State Gazette ) is the official gazette of the Republic of Estonia .

history

Estonia declared its state independence from Russia on February 24, 1918. One day later, Tallinn was occupied by German imperial troops . It was only with their capitulation on November 11, 1918, that the Estonian government was able to exercise state power in Estonia.

The first edition of the Riigi Teataja appeared on November 27, 1918 with the " Manifesto to all the peoples of Estonia " ( Manifesto kõigile Eestimaa rahvastele ), the Estonian independence manifesto announced on February 21, 1918 in Tallinn .

The Riigi Teataja is published by the Estonian State Chancellery. It is abbreviated as RT. It has five parts: Part I ( I osa , laws in the material sense), Part II ( II osa , international agreements), Part III (decisions and judgments of the State Court of Justice ), Annex ( Lisa , ordinances and decisions), Kohalike Omavalitsuste Õigusaktid ( Legal acts of local self-governing bodies).

In the Riigi Teataja are published today:

  • Laws in the formal sense
  • Decrees of the President
  • Ordinances and orders of the Estonian government
  • Ministers' ordinances
  • Ordinances of the President of Eesti Pank
  • Regulations of the Electoral Committee of the Republic of Estonia
  • Resolutions and judgments of the State Court

In addition, regulations of the local authorities can be published in the Riigi Teataja , if they do not appear otherwise.

Electronic government gazette

The Riigi Teataja has also been published in electronic form since 1996, and on the Internet since June 1, 2002 ( Elektrooniline Riigi Teataja ). In 2006 the paper version was completely abandoned. The texts published in printed and electronic form are legally binding.

The database of the electronic Riigi Teataja allows a free search of all Estonian law. They can also be used to clarify which version of the law was valid at a certain point in time.
