Rui Baltazar dos Santos Alves

Rui Baltazar dos Santos Alves (* 1933 in Lourenço Marques , Portuguese East Africa ) is a Mozambican politician and lawyer. Alves held numerous different offices and functions in the Mozambican state. Among other things, he was finance minister for many years under Samora Machel (from 1978 to 1986) and chairman of the constitutional council (from 2003 to 2009).

Life

Rui Baltazar dos Santos Alves was born in Lourenço Marques, the capital of the Portuguese colony of Mozambique, in 1933. After finishing school, he moved to the metropolis to study law at the University of Coimbra until 1956. He joined a supplementary course in economics / politics (until 1956). After completing his studies, Alves returned to his hometown and worked as a legal advisor in the municipality of Lourenço Marques until Mozambique became independent.

In the course of the Carnation Revolution and the upcoming independence of Mozambique, FRELIMO and the Portuguese transitional government agreed on a transitional government occupied by Portuguese and Mozambicans. FRELIMO appointed Alves as justice minister of the transitional government - he also headed the department in the subsequent first regular government until 1978. In 1978 Alves moved to the Ministry of Finance, which he headed until 1986.

In the course of the reorganization of the Mozambican government after the death of Samora Machel , Alves switched to Eduardo Mondlane University . He headed the most important university in Mozambique from 1986 to 1990. From 1990 to 1994 he lectured in law at the university.

President Joaquim Chissano appointed Alves as Mozambican ambassador to Sweden in 1994 after his predecessor Alberto Massavanhane died unexpectedly. Alves is in the diplomatic service until 2001. From 2003 to 2009 Alves was a member of the newly established Constitutional Council ( Conselho Constitucional ) and headed the council during his tenure.
