Rumen Ovtscharow ( Bulgarian Румен Овчаров ; born July 5, 1952 in Burgas ) is a Bulgarian politician and former Minister of Economy and Energy in the Stanishev government .

Ovcharow first completed a university degree in nuclear energy. From 1979 to 1984 Ovcharow worked as an engineer in the Bulgarian nuclear power plant Kozloduy ; he is still considered a clear proponent of atomic energy . He was a member of the Bulgarian Communist Party (BKP); From this time it is known that he was head of the “Science, Technical Progress and Higher Education” department at the BKP Area Committee in Blagoewgrad (1984–1986). In the government of Schan Widenow from 1986 to 1990, Ovcharow served as Minister for Energy and Energy Resources for several months (June 1996 - February 1997). From 1995 to 1997, Ovcharow and Andrei Lukanov were on the board of the Russian-Bulgarian energy company Topenergy , which was supposed to control the supply of Russian gas to Bulgaria and the transit to neighboring countries. Ovcharow has been a member of the Bulgarian parliament, the “ Narodno Sabranie ”, since 1997. In the former state party BSP , Ovcharow holds the post of chairman of the city association of the capital Sofia and is deputy to party leader Sergei Stanishev . From August 2005 to May 5, 2007, Ovtscharow headed the cabinet for economics and energy, which was considered the super ministry.

Corruption allegations

In spring 2007, Rumen Ovcharow was involved in the corruption and judicial scandal surrounding the Sofia district heating company Toplofikatsija Sofija. He was accused of influencing the investigation in favor of a business friend by putting undue pressure on the Sofia public prosecutor's office. On June 2, 2007, the Bulgarian Prime Minister Sergei Stanishev finally accepted Ovcharov's resignation as Minister of Economics and Energy. His ministry was taken over by Petar Dimitrov .
