The Sŏn'gun policy ( SON = first '; gun = Military';! "Military First") has a constitutional amendment in 2009 in addition to the Juche idea Guideline politics of North Korea . It gives the highest priority to the readiness for defense in the face of an assumed military threat to the state from the " imperialist powers" USA and Japan as well as from their " puppet state " South Korea . In 2011, according to official North Korean figures, 15.8% of the state budget was used for military purposes. According to this policy, the Korean People's Army and its concerns have “absolute priority” over other areas of society.
