The locomotives of the class ТГМ7 (German transcription TGM7) of the Soviet Railways (SŽD) are narrow-gauge diesel locomotives for use on Sakhalin .

After the replacement of the steam locomotives for line service on the for Japan typical Cape gauge ( gauge operated 1,067 mm) Sakhalin Railway through the series ТГ16 (TG16) in the early 1970s the replacement of the use of diesel locomotives was also taken shunting addressed. The broad-gauge , diesel-hydraulic locomotives of the series ТГМ3А, ТГМ3Б and ТГМ4А (TGM3A, TGM3B, TGM4A) served as the basis for the development . The most important change in addition to the changed bogies, the replacement of the engine against the type М756В (M756W) also used in the ТГ16, in order to simplify the provision of spare parts. In 1974, the Lyudinowo diesel locomotive factory built the first two locomotives as ТГМ7-001 and -002.

In accordance with the use as a shunting locomotive, ТГМ7 were built with an off-center driver's cab with two control panels. For transfer trips on the broad gauge 1520 mm, they could be equipped with appropriate bogies with a wheel diameter of 1050 mm. Series production began in 1977, and by 1979 31 ТГМ7s were built. 16 more followed in 1982 and 1983. A total of 49 (according to other sources 52) TГM7 were built, some of which were used on industrial railways.

With the ТГМ7, the Д51 was also replaced in shunting service. Due to some line closures, the demand decreased over the years, in 2001 there were still 22 locomotives in stock.

As a successor to the ТГМ7, the series ТГМ11 (TGM11) was built from 1992 . In the variant for the 1067 mm gauge, it only achieved a number of 11 locomotives.
