The Samoa bill was introduced in the Reichstag on April 14, 1880 by Otto zu Stolberg-Wernigerode for Chancellor Otto von Bismarck , who was unable to attend due to illness, and was rejected on April 27, 1880 by 128 votes to 112.

This proposal stipulated that the Reich should assume a guarantee in the interests of the Disconto-Gesellschaft , which should take over the Hamburg trading house of Johan Cesar Godeffroy , which was bankrupt as a result of trading ventures in Samoa . The shareholders of this new rescue company to be founded should be able to expect an annual dividend of up to 4.5 percent for a period of twenty years thanks to the state guarantee.

The Federal Council approved the bill on April 15, 1880, but the Reichstag finally decided differently on April 27. Nevertheless, the Samoa bill can be seen as the beginning of the official German colonial policy under Bismarck .
