Joint mayor of the municipality

According to the Lower Saxony Municipal Constitutional Law (NKomVG), the joint mayor is the name of the mayor in Lower Saxony's joint municipalities and, in addition to the joint municipal council and the joint community committee, one of the three organs of a joint municipality, Section 7, Paragraph 2, No. 3 of the NKomVG. In contrast to the member communities of the respective integrated communities, where the respective municipal council according to 105 NKomVG elects an honorary mayor from among its members, he is elected directly by the citizens and works full-time . As a rule, his term of office is five years, Section 80 (3) NKomVG i. V. m. Section 33 (2), sentence 1 NGO (eight years until December 31, 2013, Section 80 (1), sentence 2 NKomVG old version). If he has not completed a career in the higher general administrative service, an appropriate civil servant must be present in the administration.

The joint municipality mayor is a member of the joint municipality council and the joint municipality committee, § 45 NKomVG. The councils of the member municipalities can also transfer the office of city or municipality director from the respective mayor of the member municipality to the joint municipality mayor (§ 106 NKomVG).

According to § 81 Abs. 2 NKomVG up to three honorary deputy mayors can be elected.
