The Schleswig-Holstein Netz AG belongs to the group of the Hanseatic work AG and is based in Quickborn . At the beginning of 2010, it took over the electricity and gas networks previously operated by E.ON Hanse AG in Schleswig-Holstein and North Lower Saxony. On July 1, 2019, Hansewerk bought the gas networks operated by Schleswig-Holstein Netz AG in the districts of Stade and Harburg and transferred them to the newly founded company ElbEnergie GmbH. With the founding of Schleswig-Holstein Netz AG, the group created the framework conditions for municipalities to participate in the company and at the same time to maintain the structure of the energy supply networks for electricity and gas in Schleswig-Holstein.

Companies

Schleswig-Holstein Netz AG relies on a close partnership with its offer, which provides for a maximum of 49.9 percent participation by the municipalities in the target structure. Instead of remunicipalising networks when the concession contracts expire ("road use contracts"), the municipalities can secure income from network operation through participation without taking on the economic risks of taking over the network. A profit transfer agreement between Schleswig-Holstein Netz AG and Hansewerk AG ensures a fixed profit share, the guaranteed dividend. In addition, the company pays out a variable profit share to its shareholders. So far, over 400 municipalities have acquired shares in Schleswig-Holstein Netz AG.

Via various committees (e.g. network advisory boards), they are given additional say in network operation and expansion. Any municipality that has an electricity or gas access agreement with Schleswig-Holstein Netz AG can participate. However, the municipalities can still conclude lease agreements without participation. Hansewerk will retain a stake of at least 50.1 percent in Schleswig-Holstein Netz AG. Since the Schleswig-Holstein districts already hold around 33 percent of the shares in Hansewerk AG, the company has very strong local roots.

In the opinion of many associations, organizations and authorities, maintaining a large-scale network infrastructure is an important prerequisite for the success of the energy transition: Andreas Mundt, President of the Federal Cartel Office , warned in the spring of 2011 against a “fragmentation of the energy networks”. The President of the Federal Network Agency , Matthias Kurth , also expressed his fears in an FTD interview that municipalities would not be able to make the investments in the networks necessary for a successful energy transition when taking over the network. Schleswig-Holstein Netz AG wants to preserve the grid area in Schleswig-Holstein , which was previously taken over by Schleswag , as far as possible in order to be prepared for the challenges in the wind power country, which due to the state incentive regulation before the balancing act of high efficiency in grid operation and considerable investment needs the network expansion is in place.

According to a ruling by the Federal Court of Justice in December 2013, municipalities must select the network operator in a non-discriminatory and transparent process. This also applies if a municipality intends to transfer the network to its own municipal utility. In the opinion of the BGH, the goals of network operation efficiency, consumer friendliness, inexpensive and safe supply and environmental compatibility must be given priority in the case of a non-discriminatory award. The city of Heiligenhafen and 36 other municipalities in Schleswig-Holstein who wanted to outsource network operation to their own municipal utility had sued. The BGH ruled that a transparent and non-discriminatory award was not guaranteed here and thus gave SH Netz AG right.

Planning for the energy transition

Schleswig-Holstein Netz has connected over 36,000 systems for the generation of renewable energies to its networks in the last few years. Most of the systems are installed in the districts of North Frisia, Dithmarschen and Schleswig-Flensburg. Schleswig-Holstein Netz operates several research projects for the energy transition, in which several million euros are invested every year. In order to be able to make even greater use of the great potential of renewable energies in the north, the network operator is pursuing a dual strategy: on the one hand, the close coupling between the further expansion of renewable energy systems and that of the power grids and, on the other hand, better on-site utilization of the green electricity generated in the region.
