Scientific Committee on Health and Environmental Risks

The Scientific Committee "Health and Environmental Risks" (English: Scientific Committee on Health and Environmental Risks, SCHER) was founded in 2008 by the European Commission established. Together with the Scientific Committees “Consumer Safety ” (SCCS) and “Emerging and Newly Identified Health Risks” (SCENIHR), it is part of an advisory structure for scientific risk assessment in the areas of consumer safety, public health and the environment. The committee has up to 17 members - scientific experts who cover the widest possible range of scientific disciplines. These are appointed by the European Commission for three years. The maximum term of office is three consecutive terms of three years each.

In 2016 the two committees "Health and Environmental Risks" (SCHER) and "Emerging and newly identified health risks" (SCENIHR) became the new Scientific Committee on Health, Environmental and Emerging Risks, SCHEER). The term of office is five years.

Jurisdiction

The Scientific Committee on Health and Environmental Risks prepares opinions on the health and safety risks posed by the release of pollutants into the air, water and soil. The same applies to biological and physical factors that can have a negative impact on health and the environment, for example with regard to air and water quality, waste management and the quality of the soil as well as life cycle analysis . In addition, expert opinions are prepared in connection with emerging or newly identified health and environmental risks. The committee deals with health and safety issues related to the toxicity and ecotoxicity of biocides .

Together with the European Chemicals Agency (ECHA), the Scientific Committee on Consumer Safety (SCCS) and other European risk assessment agencies, it can address issues related to the toxicity and ecotoxicity of chemical, biochemical and biological compounds, the use of which could harm human health and the environment. Another topic is the methodological aspects of assessing the health and safety risks of chemical substances, including chemical mixtures.
