His Lwin ( Burmese ဦး စိန်လွင် , * 1923 ; † April 9, 2004 in Rangoon ) was a military and politician in Myanmar .

His Lwin became notorious through various violent actions against insurgents in Burma , which had been released from British colonial rule , and which earned him the nickname “the butcher of Rangoon”. When he entered the army in 1943, the then 27-year-old major appeared on August 12, 1950 with the murder of Saw Ba U Gyi , the leader of a Karen uprising against the Burmese government.

After the coup of General Ne Win on July 7, 1962, he bloodily suppressed a student uprising against the regime. Hundreds are said to have died.

In 1974, because of the refusal of the military government to host a state funeral for the Burmese UN Secretary General U Thant , who died of cancer , demonstrations by students and Buddhist monks took place . Again it was His Lwin who forcibly suppressed the unrest.

In 1983, Sein Lwin was named Deputy General Secretary of the Burma Socialist Program Party (BSPP). In the wake of the unrest of 1988, Ne Win resigned. His Lwin then took over the chairmanship of the BSPP on July 27, 1988 and at the same time became President . Student unrest then increased and culminated on August 8, 1988 with a violent crackdown. By August 13, 1988, around 3,000 people had been murdered in Rangoon.

After only 17 days in office, Sein Lwin resigned as President on August 12, 1988. Acting successor was Aye Ko for 7 days , after which the civilian Dr. Maung Maung was president of the country for a month before a military government returned to power on September 18 after General Saw Maung's coup .
