The sector ordinance describes the award of contracts in the field of transport, drinking water supply and energy supply (SektVO). It is part of German procurement law and regulates the award of public contracts in connection with activities in the field of drinking water or energy supply or transport. The regulation applies to public contracts that exceed a threshold.

Requirements of European law

The current SektVO, which came into force on April 18, 2016, is based on Directive 2014/25 / EU of February 26, 2014 on the award of contracts by clients in the field of water, energy and transport as well as postal services and on repeal of Directive 2004/17 / EC. The amended sector ordinance has been significantly expanded compared to the previous regulation. It now comprises 65 paragraphs, which are divided into 5 sections, as well as three annexes.
