The service-bw.de portal is the e-government platform for citizens, companies and administrations in Baden-Württemberg .

Electronic government ( e-government ) stands for the use of electronic media - especially the internet - to handle administrative processes electronically. The task of e-government is to implement economical, holistic and, as far as possible, media-free automation solutions within the administration and between administration and citizens / companies using information and communication technology. Where administrative processes cannot be carried out electronically for legal reasons, information should be offered that prepares or facilitates the process of going to the authorities - regardless of whether in person or electronically. The portal has been available on the Internet since 2003. It is supervised and further developed by the Ministry of the Interior of Baden-Württemberg. service-bw is the first portal in Germany that was jointly set up by the state and municipalities in order to make it easier for citizens and companies to access the authorities and to provide administration employees with a basis for processing the procedures online.

The portal is an indexing portal, which the users basically without knowledge of the technical and local responsibility, in particular via the portal search and the navigation items "Help in all situations", "Procedures, forms, online services" and "Addresses, numbers, opening times" information and procedures sought. service-bw bundles the relevant information on public bodies and authorities as well as on the services of the state of Baden-Württemberg and the public sector as a whole with a citizen-oriented preparation of topics based on the life situation principle .

For the IT implementation of the EU Services Directive, service-bw has been expanded to include electronic transaction processing, which enables service providers from Germany and abroad to electronically process the administrative procedures required to start and carry out their activities. Service providers can also use this platform to contact the point of single contact who will support them with their concerns.

Structure of the portal

Users can access the information via the portal search, via the main navigation and via an index. The users can filter the portal content according to regional relevance (so-called regionalization). Selected contents of the portal are also offered in English and French.

Help in all situations

Under “Help in all situations”, the essential information for key events in life such as “birth”, “marriage” or “moving” is brought together. The same applies to topics such as “ID cards, passports, children's passports” or “Elections and citizen participation”.

This area bundles information about rights and obligations, administrative procedures to be carried out, financial aid and tax effects that apply in a life situation. In addition to the offer of tips and checklists as well as links to other Internet offers, the area combines the associated process descriptions in particular.

Under the keyword "Services", the providers of services can enter the planned activity and the location of their service and then receive targeted and bundled information that is important for them, as well as the option of handling the necessary administrative procedures electronically. At the beginning of the electronic procedure, you will be guided by an assistant with whom you can optimally prepare your procedure (what-if assistant). Its use is non-binding and anonymous. Based on their input, users receive a PDF document that bundles all of the information relevant to their project. If they wish to process the formal procedure electronically, users must consent to both the personal data they have entered and the documents they have submitted being stored and processed in the system for electronic processing.

As of August 2010, service-bw offers over 50 sub-items with almost 2000 texts to choose from.

Procedures, forms, online services

The portal users will find the most important administrative services in the “Procedures, forms, online services”. You will receive information on the individual procedures. For example, the requirements, the necessary documents and the deadlines to be observed. These descriptions are linked to the responsible bodies and their range of electronic forms and online services.

In addition to the online services already implemented today (e.g. registration information, application for a voting slip, business registration, trade register information, desired license plates, tax returns, dunning procedures), other online services are gradually being integrated. In the final stage, the administrative services associated with typical concerns (from the corporate or citizen's point of view) should be able to be processed in an integrated manner via the Internet by means of electronic transaction processing.

Addresses, numbers, opening times

The contact details of the responsible bodies can also be looked up under "Addresses, numbers, opening times" without reference to a life situation or description of the procedure. Currently, data on opening times, addresses, telephone and fax numbers, e-mail addresses and websites of over 9000 state and municipal authorities and institutions are offered there.

Ideas, questions, criticism

"Ideas, questions, criticism" is the citizens' forum of the state administration. Citizens can use this medium to express their ideas, their questions and their criticism of how the state administration can render its services even more citizen-friendly, cheaper or easier, and also discuss them among themselves. Here you will find draft regulations to give your opinion on, as well as links to online state, federal and EU consultations.

Public tenders

Under this heading, users will find award notices for current public tenders from the Baden-Württemberg state administration, primarily the state property and building administration, the road construction administration and the logistics center (LZBW).

You will also find numerous job offers for specialists and executives in the public sector in Baden-Württemberg. This information offer is made available as an online service by the Staatsanzeiger-Verlag.

With “mein service-bw” citizens can set up personalized access. There is also the option of storing personal documents and information securely in a virtual document safe, protected from unauthorized access and encrypted, so that they can be electronically available anytime and anywhere.

Municipal expansion and integration

The portal was set up in close cooperation with the municipalities. All information from service-bw can also be imported into the homepages of the municipalities. Provision and updating of the content from service-bw is free of charge for municipalities interested in integration. In this way - with the municipalities fully responsible for their area - double processing by the state and municipalities is avoided and costs are reduced. The municipalities can modify and supplement the content taken over from service-bw and are responsible for their correctness after such changes.
