New Years Agreement

The New Year's Eve Agreement was signed on December 31, 2016 between the government of the Democratic Republic of the Congo around President Joseph Kabila and the opposition.

The incumbent President Joseph Kabila was last re-elected in 2011 and would be required by the constitution to step down at the end of his term in 2016. In order to secure his hold on power, Kabila made attempts to change the constitution and thereby allow another term of office. This procedure led to massive protests in the population and the opposition, especially by the social liberal opposition party Union pour la Démocratie et le Progrès Social (UDPS). The fronts in the conflict steadily hardened until the end of Kabila's term in office.

With the mediation of the Council of the Churches of the Congo , the government and the opposition were able to conclude a treaty. The so-called New Year's Agreement contained the central demand that presidential elections must be held by the end of 2017. In addition, an opposition politician should hold the office of prime minister until the election and be involved in the preparation of the elections.

Results

Even after elections were confirmed, Kabila prevented an early decision on his political future. In April, he appointed Bruno Tshibala as Prime Minister, who had left the UDPS after power struggles to succeed Etienne Tshisekedi , who died in February 2017 , and was considered loyal to the president. In addition, Kabila postponed the announced elections and thus attracted sanctions from the EU . A presidential election in the Democratic Republic of the Congo could not be held until December 30, 2018 .
