Social Pediatric Center

Social pediatric centers (SPZ) are a special form of outpatient interdisciplinary facilities and have been established throughout Germany since 1968.

The SPZ were legally anchored in 1989 by the Health Reform Act (GRG) in Section 119 of Book V of the Social Code and, from 2003, in Section 4 of the Early Intervention Ordinance based on Section 30 of Book IX of the Social Code .

Social pediatric centers (SPZ) are therefore specialized, interdisciplinary, medical facilities for the outpatient examination and treatment of children and adolescents from newborn to 18 years of age with suspected or confirmed impairments of physical, mental and emotional development. The care takes place with the involvement of the family and non-family environment of the patient and also includes advice and guidance.

In the area of ​​Section 119 SGB V, an SPZ requires approval by a special committee made up of the health insurance companies and the associations of statutory health insurance physicians .

Specialized paediatricians are responsible for managing an SPC. These provide their services in multi-professional cooperation with employees in the fields of psychology , physiotherapy , speech therapy , occupational therapy , curative and social education; supported by specialists in health and children's nursing , medical-technical assistance and management.

They work in addition to the practices of resident doctors and therapists and the early intervention centers .

As early as 1968, Theodor Hellbrügge set up the first center for the examination, treatment and rehabilitation of disabled children and those at risk of disability in Munich . The starting point was the University Children's Polyclinic in Munich.

Around 144 SPZs are now registered in Germany. Few centers (10 SPZ) offer social pediatric care in addition to outpatient as well as inpatient care.

Treatment in an SPZ must be prescribed by a resident doctor. The use of services for those insured by the statutory health insurance (GKV) is free of charge.

The framework conditions for the work of social pediatric centers were formulated by the Federal Working Group on Social Pediatric Centers (BAG SPZ) and are described in the so-called "Altöttinger Paper" (current version: Altöttinger Paper, version 3.0 - 2016).
