State Education Office
State education authorities are administrative institutions that relieve the state or the district government of some administrative tasks.
The state education authorities manage the distribution of teachers to the individual schools . However, in many countries the schools themselves have taken on the task of selecting the teachers to be recruited. They also manage school psychologists and appoint the headmasters .
Situation in individual countries
In Baden-Wuerttemberg, the state education offices are each one of the four regional councils subordinated (Department 7, school and education). As the lower school supervisory authority, they are responsible for the primary, secondary, technical, secondary and community schools, as well as the special needs education and advice centers and the school kindergartens in the respective school supervisory district. The school psychological counseling centers , the regional work centers for cooperation (ASKO) and the centers for early intervention, early childhood education and autism are also assigned to the school authorities .
Since 2014, the six former school authorities of the state of Brandenburg have been organized in a state school authority based in Potsdam. Four regional offices are subordinate to this. As part of the exercise of technical and service supervision over the schools in their area of responsibility, they are particularly responsible for the areas of personnel development , educational school development as well as quality development and quality assurance. The school-related responsibility of the school councilors determines the school supervisory areas, whereby the school councilors are assigned to the following school types and areas:
- Elementary schools,
- secondary general education schools,
- Second-chance education,
- Special schools,
- High school and other vocational schools and
- Teacher training, teacher training and teacher training (teacher training).
The school psychological counseling supports the school councilors in matters related to school psychology. The performance of the tasks of school psychologists is determined by the administrative regulations on school psychological advice in the currently applicable version.
The state school authorities inform the respective district administrators, the mayors and the district school authorities in their area of responsibility about important matters, plans and measures in the school system and about special events in the schools in their area. They work together with the school authorities and the school transport authorities. They comment on school development plans as well as on decisions on the establishment, modification and closure of schools.
There is a school office in every district and in every independent city. This exercises the supervision of the primary schools. There is a special regulation for the secondary schools and the special schools for the learner and language impaired and in the area of “emotional and social development”: The education authority is only responsible for the technical supervision. The service law side is taken care of by the respective district government. The district government is solely responsible for the other types of schools (grammar schools, secondary schools, comprehensive schools, secondary schools, vocational colleges and the other special needs schools).
The school inspectors are the school councils. As a rule, this designation is retained even if the persons concerned have been promoted to school administration directors.
In Hesse there are 15 state school offices that exercise service and technical supervision over the schools. As the lower school supervisory authority, they are directly subordinate to the Hessian Ministry of Culture.
Countries without school offices
There are no school offices in Rhineland-Palatinate.
