City District Council
In larger cities in the GDR , as well as in Berlin, Magdeburg, Leipzig, Dresden and, among others, still in Lower Saxony today , public officials were designated as city district councils who had managerial responsibility for certain administrative parts (e.g. housing policy and housing industry), similar to a department head or speaker . This designation can still be found in the curriculum vitae of leading people at the time and in treatises about the time.
Lower Saxony
In Lower Saxony , a city district council in independent cities or large cities has been a directly elected body at the city district level since 1981 (introduction of the district constitution within the Lower Saxony municipal code ). Its elected members are also named in this way. The elected district mayor is at the head of the committee . The city district councils have their own responsibilities defined by the city council. There may be local councils in smaller municipalities and those that have not regulated this accordingly in their main statutes .
The division of the city districts is carried out by a council decision. In Hanover , for example, there are 13 boroughs , while in the much smaller Braunschweig there are 19.
The members are elected by the electorate of the respective city district at the time of the municipal election, according to the same rules as for the election to the city council. The number of members of the city district councils depends on the population of the city districts, e.g. B. in Hanover between 19 and 21, in Braunschweig from 7 to 19. City district councils are not allowed to form committees.
Saxony
City district councils are also formally named bodies at the city district level or their members in the media. In Saxony , however, these are officially called the city district council or local council . As in Dresden , they can be directly elected based on a city council resolution, but they can also be determined by the city council.
