The State Sector Act 1988 is a law in New Zealand that controls and regulates the central state sector of the country's public service.

The law

Part 1 of the Act describes and regulates the role and duties of the State Services Commissioner and his deputy. Part 2 of the Act is devoted to the Public Service (Public Service). It describes the roles of the departments and department agencies and regulates their relationships with one another and with the responsible ministers. The third part of the law describes the role of the Chief Executive Officer (CEO) in departments and department agencies, while parts 4 and 5 deal with management and organization, and part 6 relates to the Employment Relations Act 2000 and Part 7 aims to train staff.

Goals of the law

The aims of the law are to promote and further develop the central public service in such a way that

  • he is imbued with the spirit of service to society,
  • he works in the collective interest of the government,
  • he maintains appropriate standards of integrity and codes of conduct,
  • he maintains political neutrality,
  • it is supported by effectively working workers and personnel,
  • he feels obliged to be a good employer,
  • it is guided by a culture of excellence and efficiency and
  • it promotes a culture of responsibility.

history

The State Sector Act 1988 was created as part of the reform of the public service and government services, as well as the privatization of state-owned companies, which the 4th government of the New Zealand Labor Party under Prime Minister David Lange from 1984 to 1990 due to the financial crisis in the country Had attacked. The aim of the reform was to make the public service more efficient and productive.
