Strikebreakers are workers who, contrary to a union decision, do not take part in a strike . It happens that entrepreneurs hire scabs specifically to let a strike go nowhere. The use of strikebreakers by the employers as a means of industrial action was particularly common in the decades around 1900. Current legal situation in Germany

No worker should be forced to be a strike breaker in the strict sense of the word, that is, he should not be forced to take over the work of striking workers. Apprentices are not allowed to be strike breakers. According to the prevailing opinion, according to Article 9, Paragraph 3 of the Basic Law, civil servants must not be used as strike breakers;
