Before the Second World War, the Reich Finance Administration had the authority to set and raise taxes . The training of tax officials was therefore also a matter for the German Reich. With the financial constitution of the Basic Law in accordance with the federal structure of the Federal Republic, the administration of taxes was divided between the federal government, the states and the municipalities. A state financial administration was set up, for which state officials had to be trained.
Initially, the Hessische Finanzlehranstalt had been operating in Langen since 1945. On May 26, 1951, the Chief Finance President visited Rotenburg Castle together with the Rotenburg State Building Office, the District Administrator and the Mayor, as well as all the councilors of the city of Rotenburg. A memo on the visit states: “Given the location, the use of this lock would be ideal for everyone involved. The adjoining castle garden and swimming pool offer training opportunities that cannot be imagined more beautiful. The use as a finance school is currently the only way to save the historically valuable building ”. This was also recognized by the city authorities, which gave the castle to the state of Hesse on August 4, 1953. On November 14, 1953, it was handed over to its intended use by the Hessian Finance Minister Heinrich Troeger. With the Hessian State Finance School - LFS, the educational establishment of the Hessian financial administration was established in 1953. This facility was followed by the "Training and Further Education Center of the Hessian State Administration" on September 1, 1973. On January 1, 1980, the "Training and Further Education Center of the Hessian State Administration" was converted into the Rotenburg University of Applied Sciences. From the beginning it was a joint university of the Hessian finance and justice administration. In 1994, the Thuringian judicial administration transferred responsibility for its legal clerk training to the VFHS. On January 1, 2006, the VFHS was incorporated into the Rotenburg study center.
