Under stages representation refers to a hierarchical structure of the staff councils in terms of their remit . In larger authorities it is common to have a local staff council for each department and a general staff council for the entire agency. In addition, the district staff council usually acts at the district level and the main staff council in the portfolio of a ministry .

Level representation in Lower Saxony

With the abolition of the district governments and the subsequent elimination of the district staff councils, all employees in the authorities are represented by local staff councils and general staff councils. The next instance is the main staff council, which deals with nationwide issues and receives suggestions from the local staff councils.
